As the Contracting Authority, the Kingdom of the Netherlands, in particular the Minister for International trade and development cooperation, represented by the director of the Social Development department (DSO), intends to start an European tender procedure, which must lead to improve access to quality technical and vocational education and training (TVET) and Higher Education (HE) for young people in the focus countries of foreign development cooperation. The Contracting Authority would like to prepare this tender properly. As part of this, a number of topics are discussed with the market by means of this Market Consultation.
