Management System for prisons and probation offices. The Offender Management System shall include all relevant information relating to the convicted person during the entire execution of the sentence, as well as introduce common work processes. The principal objective of the procurement is to: • Ensure uniformity in the work of the correctional services such that the execution of sentences can be planned and managed as a whole from start to end. • Improve the efficiency of the Norwegian Correctional Service’s work tasks and use of resources. • Improve data quality. • Ensure good management and decision-making information. • Ensure good information security and data protection. The Norwegian Correctional Service requires a new Offender Management System that is common for all types of execution of sentence and that can, in a uniform manner, meet the Service’s needs for documentation, administration and casework during the entire execution of a sentence, from pre-sentence report, remand in custody and judgment until conclusion of the sentence. As a general rule, work processes should be adapted to the new Offender Management System, rather than the system being adapted to the current work processes. However, the work processes are, to a certain extent, regulated by law, and the Offender Management System must function within the legal framework that applies to the Norwegian Correctional Service.
