1800931 - Rammeavtale for teknisk samarbeid med det nasjonale energimyndigheten i Kina om reformer av kraftmarkedet
The Norwegian Agency for Development Cooperation (Norad) invites to a procurement procedure for a framework agreement whereby the successful tenderer will be assigned responsibility to provide the National Energy Authority of China (NEA) with international expertice relevant to optimize ongoing power market reform processes at national and provincial level. Norad has been requested to procure and manage the framework agreement on their behalf.
Specific tasks will be assigned under the framework agreement. The selected consultant will actively engage with key stakeholders to assess and provide recommendations on the design of an integrated national electricity market. The cooperation will in addition comprise facilitation of strategic dialogue, involving internationally renowned expertise on political and technical aspects of power market reform, as well as optional subsequent support for the implementation of power market reforms.
The agreement has a duration of one year, with an option for the Contracting Authority to extend it up to a total of four years. The value of the framework agreement is estimated to be between NOK 2 and NOK 14 million ex. VAT for the total of four years.
