Framework agreement for consultancy services to support Norway’s Tax for Development portfolio (review, analysis and appraisals)
The Norwegian Agency for Development Cooperation (Norad) represented by the Knowledge Bank, Section for Knowledge programs and the Tax for Development secretariat, herein after called the Contracting Authority, invites to an open procedure for the purchase of consultancy services in connection with support of the Norwegian aid program Tax for Development (TfD). A framework agreement is to be entered with up to three suppliers. The framework agreement shall cover (see the terms of reference for more details) i) thematic-policy related reviews of the literature related to taxation in selected themes ii) country specific analytical reviews related to taxation and iii) selected appraisals and reviews of projects and programs related to taxation.
Norad is using the Complete Tender Management tool (CTM) from EU Supply for this competition. The tender document with further information about the procurement is available in the CTM.
All communication and submission of the tender shall be done in the CTM. It is not allowed to submit the tender in any other ways. All questions to the procurement can be sent via the functionality "Supplier questions and answers".
