The purpose of the review is: • To assess the NORPART programme´s achievements in relation to the overall aim and objectives, as outlined in the Call for applications in 2016 and 2018 • To assess the programme’s model and administration in relation to the overall aim and objectives • To compare the programme’s model and administration with other relevant partnership programmes/programmes for higher education cooperation with developing countries in and outside Norway • To give recommendations towards the development and strengthening of the NORPART programme, that can increase the programme’s efforts to enhance quality in higher education in Norway and in developing countries, increase the programme’s environmental sustainability, and improve the administration of the programme • As a part of this recommendation, assess how a scholarship programme supporting full degree studies can contribute to strengthen the programme’s achievements in relation to the overall aim and objectives
