The Council is seeking to enter into an agreement with a consultancy that can conduct surveys into whether companies in the fund’s portfolio are involved in practises that can amount to forced labour or other forms of labour exploitation. The surveys should have a particular focus on the situation of migrant workers. The surveys will provide a basis for determining whether the company’s conduct can lead to exclusion or observation under the human rights criterion of the Guidelines. The surveys may be carried out in a number of countries, including but not limited to countries receiving a large number of migrant workers such as the Gulf States (including Saudi Arabia) and Malaysia, as well as sending countries such as Bangladesh, Nepal and Pakistan. The companies to be investigated may be operating in any sector, but with a primary focus on labour-intensive sectors such as service, manufacturing and commodities. The value of the contract is estimated to EUR 55 000- 120 000 per year, with a maximum value of EUR 500 000 during the entire contract length of maximum four years (2+1+1). The above estimated contract value is not binding for the Contracting Authority, and the contract is not exclusive.
