20/1517 - Report on the conceptual approaches to strengthening the global science and knowledge base to inform policy-making to reduce marine litter and microplastics

The Contracting Authority invites tenders to this request for tenders ("RFT") from economic operators ("Supplier" or "Suppliers") for the provision of a report on the conceptual approaches to strengthening the global science and knowledge base to inform policy-making to reduce marine litter and microplastics. In the draft Nordic Report on elements and approaches to a new global agreement to combat marine litter, there is a recognition that a scientific body or mechanism is an important global function and could form part of such a new agreement. This commissioned report will build on this work and look into more detail on this particular global function. The objective of this report is to explore different conceptual approaches to a global scientific mechanism. It should assess different options for what mechanisms might be needed and how these can be designed to respond to the needs at the global level, while building on regional mechanisms and needs, and as identified in the UNEA-resolutions. The study would inter alia inform the discussion in the Ad Hoc Open-Ended Expert Group on marine litter as well as the preparation of further action to be taken at UNEA-5, and other global and regional meetings as appropriate. The report should be delivered by 15 December 2020 and the total cost should not exceed 375.000 NOK excl VAT.
