The Evaluation Department is planning an evaluation of Norwegian efforts for women, peace and security in the period 2000-2020. The main purpose of the evaluation is to assess the impact of Norwegian efforts for women, peace and security, considering whether those efforts have been coherent and effective and how they have evolved over time. This tender is related to consultancy services for analysing Norway’s women, peace and security portfolio, which is one part of the overall evaluation.The purpose of the portfolio analysis is to ground the above-referred evaluation by providing the necessary overview of Norway’s financial contribution to the women, peace and security agenda in the period 2000-2020. The study will map and provide a brief analysis of the following dimensions: 1. The total amount of and trends in Norwegian development aid disbursements to the WPS agenda in the period 2000 - 2020 (all pillars, all relevant OECD DAC codes, all conflict-affected countries). 2. The main trends in Norwegian aid disbursements focussed on gender equality in the conflict prevention, peace and security sector (DAC 152) and Women’s rights organisations and movements, and government institutions (CRS code 15170) in selected conflict-affected countries, in the period 2000 - 2020. 3. Accuracy and consistency in using the gender equality marker in Norwegian aid disbursements in the area of conflict prevention, peace and security. 4. The main trends in WPS allocations in Norwegian national budgets (St Prp 1) in the period 2000 - 2020.
