2100051 - Mobilizing and engaging private sector towards 2030

"Rethinking official development assistance towards 2030" is a newly started project under the auspices of Government of Norway’s agency for development cooperation, Norad. The project is closely linked to the new Norad strategy for the next decade where achieving the SDGs is at the core of the strategy. The project aims at strengthening and updating the knowledge base for Norwegian development assistance and development policy, exploring “what works best in development assistance?” It seeks to develop further the understanding and knowledge around effective instruments and forms of cooperation in official development assistance that may have an impact on rethinking Norwegian development assistance. Achieving this goal is dependent on strengthened academic analysis and overview across several topics and subject areas. The project group is therefore dependent on drawing on external resources for research and analysis - in addition to the overall experience and knowledge in the civil service. The project currently covers four topics where new knowledge is needed: 1• Effective climate assistance in the years ahead. 2• The relationship between development aid and global public goods. 3• How to better engage with and mobilize the private sector and its resources for development and progress towards the sustainable development goals. 4• How to strengthen institutional collaboration, knowledge exchange and capacity development. The current call for proposals covers the third topic. The aim of this sub-project is to synthesize cutting-edge knowledge from research literature, practical experience as well as empirical evidence about effective ways of designing ODA to engage with and work with the private sector to advance progress towards the SDGs, including use of ODA to trigger significant private resources for developing countries.
