2100167 - Web-based risk assessment system.

Basically, our need is to mitigate risks in security for employees, assets and Norwegians abroad by obtaining access to information and assessments that can support Norad to take informed decisions concerning security. Norad´s requirements: • Daily assessments of the security and risk environment in countries, cities and regions world-wide. For example, incidents/history on acts of terrorism, kidnapping, effects on security situation from government actions. And also, comparisons between countries and regions, risk ratings and benchmarks. • Push notifications if incidents occur. • Security recommendations. • Notification on planned or possible activities that might affect the security level. The list is not exhaustive or a limitation for the tenderer. The objective of the procurement is to have a continuous, user friendly (low threshold) and web-based access to a broad range of reliable information on risk assessments in order to make informed decisions. In addition, the procurement must enable the contracting authority to, on request, purchase specific risk assessment reports on special events (for example political-, or cultural events), and for specific geographic locations for future missions and projects. We also request an app for presentation of the proposed solution on IOS and Android smartphones/pads with connection to mobile networks and internet. Continuously updated Web Map Service (WMS) data, to display geolocation, and details of incidents in a crisis management system for example CIM. The solution must be available to all employees in the Norad – currently about 270 persons with a single sign on (SSO).
