21/13005 - Enhanced quadrivalent vaccine against seasonal influenza

The Norwegian Institute of Public Health (NIPH) is carrying out procurement of an enhanced quadrivalent vaccine against seasonal influenza for vaccination of people aged 65 or older. Enhanced influenza vaccine is a vaccine that is more effective than the ordinary influenza vaccine that is offered to other target groups included in the national immunitation scheme. The procurement is undertaken on behalf of the Ministry of Health and Care Services (Helse- og omsorgsdepartementet , HOD). The procurement is governed by the provisions in parts I and III of the Norwegian Regulations relating to public procurement (Forskrift om offentlige anskaffelser, FOA). According to the Norwegian Regulations relating to public procurement § 20-2 the procurement will be carried out with shortened deadline (15days) for submitting offers. The reason for this is that NIPH have concluded that because of the ongoing pandemic, there is a clear risk of not getting vaccine doses allocated to Norway if the procurement is carried out with a 30days deadline. Therefor it is impossible to meet the ordinary deadlines set out in Norwegian Regulations relating to public procurement. The procurement is held as an open tender contest and will be carried out using the electronic competition administration tool (KGV), CTM (EU-Supply). The purpose of the procurement is to enter into a contract for delivery of 40.000 doses enhanced quadrivalent influenza vaccine in accordance with Chapter 5 "Requirement description and requirement specification" Full delivery under the new contract is to be made within the end of week 44 (2021) The procurement includes delivery of 40.000 doses of enhanced influenza vaccine. The value of the procurement is loosely estimated to be approximately NOK 5-8 million. An agreement shall be signed with one supplier only.
