Dansk Retursystem A/S (DRS) welcomes you to this Tender Procedure covering design, engineering, manufactoring, procurement, installation, testing and commissioning of material handling systems to receive and buffer Collection Containers as well as an overall Control and Monitoring System (CMS) - "Counting Line". The Counting Line will secure automatic handling of Collection Container. The primary function of the Counting Line is to receive and buffer Collection Containers and hereafter count PET, ALU and Glass Beverage Packaging.
If your company is interested in participating in the Tender Procedure, you need to register in the web-based online procurement portal ’EU-Supply’. It is free to register as a user on the procurement portal, and once registration is completed, your company will also have access to all future tenders which are published through this procurement portal.
After registration on the portal, your company will have access to the Tender Documents, including a description of the documents to be submitted with the Prequalification Application. All material relating to the Tender Procedure can be accessed/downloaded from this procurement portal.
PROCESS
The Tender Procedure will be completed in two stages:
Phase 1: This phase is for prequalification. In this phase, the Candidates submit Prequalification Applications, and DRS evaluates and selects the Candidates which are prequalified to submit a Preliminary Tender to DRS. The procedure and DRS’s requirements regarding submission of Prequalification Applications are described in detail in the Tender Conditions, which can be accessed/downloaded from the procurement portal.
Phase 2: This phase is for submission of Tenders. In this phase the prequalified companies submit their Tenders. The prequalified Candidates will then be referred to as ‘Tenderers’. This phase is described in detail in the Tender Conditions, which can be accessed/downloaded from the procurement portal.
PARTICIPATION
Follow the instructions below if your company is interested in participation in the Tender Procedure:
1. Log into the procurement portal and click ‘Accept’. Please note that when you click ‘Accept’, you have not committed to submit a Prequalification Application, but have only accepted that you have been granted access to the Tender Documents.
2. By accepting, you will have access to the Tender Documents. You can now fill in the European Single Procurement Document (ESPD) and attach the documents specified in the Tender Conditions to apply for prequalification to the Tender Procedure.
3. Please note that the request for participation in the Tender Procedure must be sent through the procurement portal before the deadline expires. If you submit a Prequalification Application after the deadline has expired, your Prequalification Application will not be received by DRS.
The deadline for submission of a Prequalification Application is 5 December 2018 at 12 PM (UTC+1).
In the bottom left corner under ‘User guides’, you can find ‘Supplier tender management’, which is a guide to the use of this procurement portal.
SELECTION OF CANDIDATES
The selection of suitable Candidates, which are to be prequalified, will be in accordance with the criterions described in the Contract Notice, (section II, 2.9), as well as the description in the Tender Conditions.
FURTHER INFORMATION
The Tender Documents are accessible under the ‘Access documents’ tab in the procurement portal.
All inquiries to DRS prior to submission of the Prequalification Application must be sent to DRS via the messaging system in the procurement portal. The messaging system in the procurement portal works as a closed mail system that only relates to this Tender Procedure.
All communication between the Candidates and DRS must be written and in English.

DRS prefers questions to be written in list form with a reference to the relevant document title and section in the Tender Documents.
DRS recommends Candidates to submit any questions as early as possible.
DRS will publish questions and answers continuously in an anonymized form on the procurement portal.
