19/04906 - Strategic Environmental Assessment (SEA) and Environmental Investigations for Thor Offshore Wind Farm and Export Cables

To support the development of a new 800-1000 MW offshore wind farm, Energinet seeks a Consultant to provide a strategic environmental assessment (SEA) of the plan for Thor OWF, a number of surveys and technical reports on specific environmental and other themes. The surveys and technical reports are primarily meant as background reports for an expected later environmental impact assessment (EIA) of the actual project to be decided at a later stage by the future concession owner. Therefore, the surveys and technical reports must meet the expected detailing level for an EIA under the EU Directive implemented in Denmark. Hence, the technical reports should address potential impacts during construction, operation and decommissioning phases of the project, potential cumulative and transboundary impacts, proposals for measures to mitigate adverse impacts, analysis of data gaps and uncertainties of relevance for the assessments and proposals for monitoring programs, where relevant. The assessments should be based on project assumptions to be provided to the Consultant by the Client upon commencement of the assignment.
