Norwegian Police Shared Services (NPSS) refers to published tender and invites all interested tenderers to submit a request for participation.

Procurement procedure
This procurement is conducted in accordance with the Norwegian Act on Public Procurement (Procurement Act) of 17 June 2016 No. 73 and Regulations on Public Procurement (Procurement Regulations) of 12 August 2016 No. 974.
In accordance with part I and III of the procurement regulations, this procurement will be conducted as a competitive procedure with negotiation, cf. the Procurement Regulations § 13-1 (1). All potential tenderers may submit a request for participation. Only tenderers that fulfil the qualification criteria and are invited to participate further in the procurement, may submit a tender.
Information about the Complete Tender Management system
The Contrating Authority will use a Complete Tender Management (CTM) system from EU Supply for managing this procurement.
Tenderers must be aware that the procurement documentation can consist of both file attachments and digital requirements to be answered in the CTM. Request for participation and tenders shall be submitted electronically through CTM. It is not permitted to submit a request for participation or tender in any other way than via CTM.
If you are not registered in the CTM, registration is free from https://eu.eu-supply.com.
The request to participate may be submitted, revised and re-submitted at any time within the deadline. The Contracting Authority will not have access to the request to participate until after the deadline.
All commuication between the Contracting Authority and tenderers shall be directed through the CTM system.
The request to participate must be signed, either with a digital certificate, or through the use of Norwegian "Bank-ID". Use of a digital certificate will only be possible using the Internet Explorer browser.
If you do not have access to a digital certificate or Norwegian "Bank-ID" you can still submit by selecting the option 'Submit without a digital signature'. After verifying with your username and password, you must print, sign and scan the authentication letter and send it through the messaging tool to the contracting authority before the response deadline. Note! If you revise your request to participate, you must print, sign, scan and send the authentication letter again.
