Invitation to the procurement - 336026:1 Observation equipment - Binoculars and spotter scopes 17/08/23

Norwegian Police Shared Services (Norwegian abbreviation PFT), hereinafter referred to as the Contracting Authority, hereby invite your company to participate in the procurement of Observation equipment - Binoculars and spotter scopes. Procurement procedure

This procurement is conducted in accordance with the Norwegian Act on Public Procurement (Procurement Act) of 17 June 2016 No. 73 and Regulations on Public Procurement (Procurement Regulations) of 12 August 2016 No. 974, parts I and III (above the EEA-threshold).

The chosen procurement procedure is restricted procedure, cf. the Procurement Regulations § 13-1 (1). Negotiations of all forms are forbidden. Hence, it is not permitted to make any changes to a tender after the deadline for submitting tenders has passed. 

This procurement will be performed in the Tender Management System (TMS) from EU Supply.

Please note that the procurement documentation in TMS can include both electronic attachments and digital requirements. Responses shall be delivered electronically in TMS. It is not acceptable to submit a respond in any other way. Registration to use TMS is free. You can register here: https://eu.eu-supply.com (../../). 

The European single procurement document(ESPD-form) shall be submitted in the ESPD-online functionality. See more information in the tender documents. If applicable, The Tenderer shall not fill in information regarding personel related to criminal convictions in the ESPD-form, such information shall be attached in a separate document. The attached document must be protected with a password submitted separately by using the message functionality in TMS.

It is the Tenderer's own responsibility to make sure that there are no ambiguities in the tender. This entails that the Tenderer is responsible for giving adequate answers to all question, requirements and clarification needs in the procurement documents, and to make sure that the Contracting Authority receives enough information in the written tender to be able to assess whether and to which degree the stated requirements are met.

The Tenderer also bear the risk that they have time to deliver their entire tender before deadline is passed. When deadline is passed TMS automatically locks the possibility to upload tenders. The Contracting Authority therefor recommend that you start the work well in advance of the deadline. The Tenderer can submit and revise a respond several times if desirable. Hence, it is not permitted to make any changes to a tender after the deadline for submitting tenders has passed. It is not possible for the contracting authority to access the tender until the deadline for submitting tender is passed. As soon as the deadline is passed the tender will be opened and assesed.

Please note that it is the Tenderers responsibility to give sufficient and relevant employees access to the procurement in TMS. Please make sure that relevant employees have the necessary authorizations to submit responses.

To ensure audit trails and security all communication with the Contracting Authority, including questions related to the procurement document and all other enquiries regarding this procurement, shall be directed via TMS.

You are requested to sign your response using a digital signature. When you click on the Submit response button you will be able to choose between different options for signing. To be able to use a certificate installed on your computer you must use Internet Explorer as a web browser. If you use Norwegian Bank ID other web browsers can be used.

Submit without a digital signature

If the Tenderer does not have a certificate installed on your computer, you can still submit by selecting the option 'Sign without a digital signature'. After verifying with your username and password, you must print, sign and scan the authentication letter and send it through the messaging tool in TMS to the contracting authority before response deadline.

Please note! If you revise the respond you must remember to print, sign and scan a new authentication letter and send it through the messaging tool before response deadline. Each respond has a unique authentication code which is verified at the opening of tenders.
