Orientering om anskaffelsen
Formålet med anskaffelsen er å dekke behovet for ny veg mellom Ommangsvollen i Løten kommune og Grundset i Elverum kommune.
Anskaffelsen skjer gjennom konkurranse med forhandling, der de tre best kvalifiserte leverandørene vil bli invitert til å inngi tilbud. Valgte leverandør skal påta seg å prosjektere, bygge, finansiere og drifte vegstrekningen.
Avtalen omfatter følgende:
• Prosjektering, finansiering, bygging, drift, forvaltning og vedlikehold av Anlegget rv. 3 fra Ommangsvollen i Løten til Grundset i Elverum, med ny rv. 25 Åkroken – Grindalsmoen i Elverum, inklusive tilhørende kryss og sideanlegg.
• Prosjektering, finansiering og bygging av omlagte lokalveger og driftsveger, samt gang- og sykkelveger i tilknytning til nytt riksvegnett.
• Prosjektering, finansiering og bygging av ny kontrollstasjon ved Ånestad i Løten.
Ved trafikkåpning vil leverandøren motta et kapitaltilskudd NOK 2,6 milliarder fra Oppdragsgiver. Driftsperioden er 20 år.
Alle dokumenter i konkurransen er fritt tilgjengelig gjennom Staten vegvesens Konkurransegjennomføringsverktøy (KGV). For å få tilgang til dokumentene må leverandøren lage en profil på i konkurransegjennomføringsverktøyet og registrere sin interesse i konkurransen.

Orientering om KGV og innlevering av tilbud
Statens vegvesen benytter KGV for kunngjøring og gjennomføring av konkurranser. For å få tilgang til dokumentene og for å levere tilbud i denne konkurransen må leverandør benytte systemet. Registrering er gratis og skjer her: eu.eu-supply.com. Statens vegvesen anbefaler alle tilbydere å starte arbeidet i god tid før tilbudsfrist. Tilbud kan revideres og sendes flere ganger helt opp til tilbudsfristen. Statens vegvesen vil først kunne se tilbudet etter tilbudsfrist.
All kommunikasjon skal skje gjennom KGV som sikrer sporbarhet for både oppdragsgivere og leverandører.

Information about the procurement
The purpose of the procurement is to fulfill the need for a new road from Ommangsvollen in Løten municipality to Grundset and Grindalsmoen/Basthjørnet in Elverum.
The procurement is carried out through qualification and tendering with negotiations.
The project includes:
The design, financing, construction, operation, management and maintenance of the project rv. 3 from Ommangsvollen in Løten to Grundset in Elverum, and new rv. 25 Åkroken - Grindalsmoen in Elverum, including associated intersections and roadside facilities
The planning, financing and construction of diverted local roads and tracks, as well as footpaths and cycle paths adjacent to the new main road network.
Design, financing and construction of the inspection site at Ånestad in Løten.
Upon traffic opening the supplier will receive capital contribution of NOK 2,6 billions form the client. The operating period of the project is 20 years.

Information about e-tendering and submission of tenders
The Norwegian Public Roads Administration (NPRA) uses an e-tendering system (KGV) to invite and process tenders. In order to submit tenders, suppliers and contractors must use this system. Registration is free of charge and should be made here: eu.eu-supply.com. The NPRA advises all suppliers to begin working on their tenders well ahead of the deadline. Tenders may be revised and submitted several times before the deadline. The NPRA will be able to access the tender only after the deadline has expired.
All communication is to take place through the e-tendering system (KGV), which secures traceability for both clients and suppliers/contractors.
