18/4322 - High-level Panel on Building a Sustainable Ocean Economy

The High-level Panel on Building a Sustainable Ocean Economy initiative was launched by Prime Minister Solberg on 25 January 2018. The purpose of the initiative is to document the critical importance of the ocean economy for sustainable development and to forge a shared international understanding of the fact that sustainable use of the oceans and their resources, including good environmental management, will enable higher value creation, which in turn can be used to meet some of the world’s most vital needs in the coming years. The promotion of economic development and welfare of developing countries will be a central part of this. The overall objective of the initiative is to increase global awareness of how essential responsible ocean management, based on the Law of the Sea, is if we are to implement the 2030 Agenda and its Sustainable Development Goals (SDGs). The initiative’s objectives will be achieved by producing cutting-edge knowledge, new insights and recommendations based on high-quality analyses by an international research network of academic institutions and think tanks, by engaging political leaders at the highest level – heads of government from coastal states across the world – and by using arenas with a high international profile for the dissemination of the key messages. The purpose of this invitation to tender is to identify a partner organisation that can serve as the hub of an outstanding international research network and that can provide services relating to research and development to the High-level Panel. A Secretariat will have to be established. The key output will be a final report from the High-level Panel in 2020.
