Oppdragsgiver for avtalen er Agder lagmannsrett. Oppdraget gjelder hele lokasjonen Skien tinghus, og bygningen huser i tillegg Telemark tingrett. Oppdragsgiver skal anskaffe renholdstjenester som omfatter hele bygget. Det er for tiden 2 domstoler, med totalt 70 ansatte, som holder til i Skien tinghus. I løpet av 2025 planlegges også innflytting av ytterligere en domstol.
