Dear potential tenderer and/or relevant economic operator

 

The Danish Energy Agency (DEA) hereby invites potential tenderers and relevant economic operators  to participate in this market dialogue regarding the procurement procedures of 3 GW Offshore Wind Farms - Denmark, which will be conducted in two steps.

 

The market dialogue is conducted through EU-Supply. If your business is interested in participating in either step of the market dialogue through EU-supply, you must register online in Poul Schmith/Kammeradvokaten’s internet-based eSourcing system. Registration as a user in the system is free of charge, and once the business is registered, access will be granted to all procurement procedures published in Poul Schmith/Kammeradvokaten’s procurement system, including future calls for tenders and procurement procedures.

 

PROCEDURE

 

The DEA will initiate the market dialogue in two (2) steps. 

 

The first step concerns a report regarding the proposed method for collecting relevant data and estimating potential production in a capability-based two-way Contract for Difference (CfD) scheme, which will apply in the new procurement procedures of 3 GW Offshore Wind Farms. The report is accompanied by a questionnaire for the participants in the market dialogue. Both the report and the questionnaire will be published by the DEA in EU-Supply, simultaneously with the initiation of the market dialogue.

 

The second step of the market dialogue concerns the draft procurement material as a whole, and it will be initiated by the DEA through the "Messages"-module in EU Supply. The second step of the market dialogue will be conducted expectedly during June/July-August. When the second step of the market dialogue is initiated, the DEA expects to publish all documents of the procurement material. However, if deemed necessary by the Danish Energy Agency, the Danish Energy Agency reserves the right to publish specific documents of the procurement material after the second step of the market dialogue is initiated. All new material published through EU-Supply will be announced to all participants through the "Messages"-module as they are published.

 

A public consultation regarding certain State aid law aspects will be conducted simultaneously with the second step of the market dialogue, and will also be conducted through EU-Supply.

 

Both steps of the market dialogue will primarily be conducted in writing through EU-Supply. 
For further information regarding the specific procedure for participation in each step of the market dialogue, the potential tenderers and other economic operators are referenced to the descriptions of the procedure stated in the relevant market dialogue material, which will be uploaded to EU-Supply upon initiation of each step of the market dialogue.

 

Participation in both or either steps of the market dialogue is not a prerequisite for participation in the market dialogue as a whole and potential tenderers and other economic operators are therefore welcome to provide input only to the initially published material regarding the proposed method for collecting relevant data and estimating potential production in a capability-based two-way CfD or to the subsequent draft procurement material or to both sets of material.

 

 

PARTICIPATION

 

As a potential tenderer and/or relevant economic operator, you must log in to Poul Schmith/Kammeradvokaten’s internet-based eSourcing system. If you do not have a login, you must first register online. You will then be able to see the market dalogue at issue and all relevant material that have been uploaded to EU-supply by the DEA, which is relevant for your participation in the market dialogue.

 

Follow the guide below when your business is participating in a call for tenders or in this case the market dialogue.

  1. Log in to the system and click “Accept”. Please note that when you click the “Accept” button, you do not undertake to submit an application to participate; you have merely accepted that you have gained access to the provided documents.
  2. By accepting, you will gain access to the relevant market dialogue. You will now be able to answer the questions and attach the documents requested.
  3. Please note that the submission of comments, questions and answers must take place within the expiry of the deadlines for the two steps in the market dialogue. It will not be possible to submit comments, questions or answers regarding the market dialogue after the expiry of the deadline, as the procurement procedure will begin in a separate call for tenders.

  

The deadline for submission of input for the market dialogue is 6. August 2025.

FURTHER INFORMATION

 

The initial step of the market dialogue concerning the proposed method for collecting relevant data and estimating potential production in a capability-based two-way CfD is based on a report, Estimation of Available Active Power for Two-Way Contract for Difference in Offshore Wind Energy Application, available in EU-supply. The market dialogue will be carried out primarily in writing in accordance with the specifications presented in the document, Invitation to market dialogue about 3 GW Offshore Wind Farm. However, the first step of the market dialogue will include an information meeting regarding the method for collecting relevant data and estimating potential production under a capability-based two-way CfD. The module, “Messages”, in EU-Supply, shall be used to attach and submit the inputs from the participants. The participants in the market dialogue are invited to submit answers as soon as possible to the questionnaire regarding the report containing the proposed method for collecting relevant data and estimating potential production in a capability-based two-way CfD, as the inputs received are most valuable and will be used for the further development of the method supporting the subsidy scheme.

 

The second step in the market dialogue concerns the draft procurement material as a whole, and it will be initiated by the DEA through the "Messages"-module in EU Supply. The second step of the market dialogue will be conducted expectedly during June/July-August, and the draft procurement material will be uploaded to EU-Supply, when the second step is initiated.

 

A public consultation with a questionnaire regarding the DEA’s main assumptions and considerations regarding the state aid's impact on competition and the proportionality of the aid, will be conducted simultaneously with the second step of the market dialogue. This public consultation fulfils the obligation for the DEA according to section 4.1.3.4 of the CEEAG and will be open for inputs during the required six (6) weeks.

 

The participants in the market dialogue are invited to submit their written inputs to the DEA regarding both the first step and the second step of the market dialogue at the latest on 6. August 2025.

 

As part of the finalization of the procurement documents for the upcoming procurement procedures the Danish Energy Agency is currently still assessing the appropriate legal basis for the procurement procedures. It is however the expectation of the Danish Energy Agency that the procurement procedures will be conducted according to Directive 2014/24/EU, implemented into Danish Law by the Danish Public Procurement Act, statutory order (LBK) no. 116 of 03/02/2025.
