The Norwegian Police Shared Services (PFT) hereinafter referred to as the contracting authority, refers to the tender basis and the announcement in the above mentioned competition, as well as your request for participation. The procurement procedure is competitive procedure with negotiation, cf. the Procurement Regulations § 13-1 (2).
PFT has the pleasure of inviting you to participate further in the competition, and hope that you will submit offers.
For more information about the procurement and rules og competition, please refer to the tender documents published in TMS.
TMS will be used in the further competition, and we kindly remind you of the following:
Tenderers must be aware that the tender documents may consist of both electronic attachments and digital requirements in TMS, which are available in the tool after login. Tenders should be submitted electronically using TMS. It is not possible to submit offers in any other way.
We would like to remind you that it is the tenderer who has the risk of ambiguities in the offer, cf. Section 23-3 (2) of the Procurement Regulations. The tenderer also has the risk that they will manage to deliver the entire offer in TMS before the deadline for submission expires. TMS automatically closes the possibility of submitting tenders at the end of the deadline. The contracting authority therefore recommends that all tenderers start work well in advance of the deadline. Offers can be submitted several times and be revised right up to the deadline if desired. We also encourage tenderers to ensure that a sufficient number of people have access to the various parts of the tender basis in TMS, so that all parts can be answered even in the event of illness, holidays, etc. It is also important that the tenderer ensures that those who have access to the competition in TMS have the necessary authorisations to submit tenders. The contracting authority does not have access to the offer until after the deadline has expired, and will open and evaluate the offers as soon as possible after the deadline has expired.
All communication shall take place through TMS for audit trail and security for both the contracting authority and the suppliers. To ensure notoriety and verifiability, all questions must be directed to the contracting authority via the functionality "Supplier questions and answers" in TMS.
The offer must be signed with a digital certificate or bank ID.
Lack of digital certificate
If the tenderer does not have access to a digital certificate or Norwegian bank ID, the tenderer must select "without certificate", print out and sign the offer letter. The signed letter is scanned and sent to the client through the notification system in TMS before the deadline expires.
NB! If the tenderer revise the offer, please remember to print, sign and send a new letter within the deadline to make sure that the unique identificator code match.
