The primary purpose of the baseline study is to collect data to establish baseline values for the indicators outlined in the project’s impact matrix. This data will provide a reference point for tracking progress and measuring the outcomes of the project throughout its implementation. The Specific objectives of the study are: • Establish baseline values for NSC III indicators, including financing for nutrition-sensitive and climate-resilient food systems, dietary diversity (MDD-W), household income, WASH, production diversity, home gardens, women’s decision-making over income, FNS champions, government staff capacity, community collectives, and learning hubs. • Assess household food security, livelihood resilience, climate shock exposure, migration-related burdens, community participation, and readiness for digital or community-led monitoring. • Assess the institutional status of food system coordination mechanisms, nutrition-sensitive planning and budgeting, microplanning, sector & cross-sector coordination, and use of data for local planning. • Assess the readiness of community learning and innovation hubs, seed banks, smart schools, community collectives, and eco-entrepreneurs for NSC implementation. • Generate actionable recommendations for project inception, annual MEAL planning, Commcare digital tool finalization, partner capacity support, and endline design. Ultimately, the findings will inform strategic interventions to ensure that the project effectively aligns with its objective of improving food security through the establishment of inclusive and climate-resilient food systems.
