T- 19/05799 - UNMANNED TRAFFIC MANAGEMENT (UTM) SYSTEM

Avinor ANS has a demand for a UTM-system. The main objective for Avinor ANS is to achieve a cost-efficient system in support of providing safe air traffic control services in Norway. The amount of requests to operate drones inside the 5 km zone of airports and other airspace is increasing, and Avinor ANS therefor wishes to procure a UTM-system for handling drone activity in a safe manner, both in relation to airports as well as controlled and uncontrolled airspace. Initially the focus will be to enable UAS operations within Visual Line of Sight (VLOS) and Beyond Visual Line of Sight (BVLOS) flights in Very Low Level (VLL) airspace below 500 ft. First objective is to enable the airspace around airports for drone operations, while second objective will be a full implementation for the Norwegian airspace. Avinor ANS would like a step-wise introduction with one to three test units before full implementation (18 units) for the first call. The UTM-system is expected to be compliant with requirements and developments in the U-Space program. The scope of the procurement is further described in “Part II - Appendix 1.1 Scope of Work”.
