The purpose of the Tendering Process is to conclude an Agreement with one service provider for consulting services about the Modernisation of Employment Conditions for Local Employees. This European tender will pertain to the following subjects: 1. The methodology used to determine the salaries of the locally-employed staff; 2. The supplementation scheme for old age pensions, surviving dependents and invalidity; 3. The healthcare provisions for locally-employed staff; 4. Other benefits, as laid down in our so called ‘Mission Version’.

For each of the four subjects mentioned before, Contractor will be asked to: • present at least two policy alternatives to the current methodology/policy of the MFA, that are in line with the average level of the provisions that our peers have in place; • provide a calculation of the costs of these methodologies, if they’d be implemented by the MFA in 39 countries.
