Biogas Production in Spain

Background and Context

The Trade Council of Denmark in Madrid, motivated by the growing interest in the promotion of renewable gases, such as biogas and biomethane, as a decarbonisation vector in Spain, is interested in mapping the Spanish market stakeholders involved in the production of these gases. This interest is seen at both a European and national level, especially after the publication of the REPowerEU Plan, which gives biomethane a leading role in a specific action plan with a consumption target of up to 35 billion cubic metres per year by 2030.

Purpose

Given that Spain has enormous potential to increase its biomethane production and become an important agent in achieving the objectives at a European level, and being aware that Denmark has been a referent for more than 20 years in the production of biogas and biomethane, we would like to have clear understanding of which companies are leading this market in Spain as they might be potential interlocutors for the Danish companies that want to enter the Spanish market with their solutions.

The project will centre around analyses by a Technical Expert on biogas production in Spain. The expert should be able to identify the relevant stakeholders involved in the production of biogas and biomethane in Spain, this includes:

  • gas companies
  • plant builders
  • plants owners
  • plant operators
  • engineering companies
  • others

A complete list of companies, their role and most important projects should be included.

Also, the report should provide:

  • A gas grid map of Spain with the location of the current biomethane companies and the ones that are going to be operating in the next 2 years.

Objective

The information obtained should provide valuable data for Danish solutions (technology providers, engineering companies, constructors) to better understand the Spanish scenario for biogas production.

Scope of Work

The consultant must have wide experience on biogas/biomethane. It is a wish (but not a requirement) that he/she is familiar with biogas/biomethane production in Spain in Spain. It is a wish (but not a requirement) that the expert speaks Spanish and that he/she is able to conduct interviews in Spanish.

 

 

Deliverables (output)

  • Inception report (i.e. a detailed description of the consultant’s approach in order to achieve the objective)
  • Draft report
  • Final report (preferably as a power point presentation)
  • Presentation in webinar/seminar

Timing

  • The Inception report should be delivered in December 2023
  • The Draft report should be delivered before beginning of January 2024
  • The Final report should be delivered before the end of February 2024

Suitability

The tenderer should:

  1. be of sufficiently good repute
  2. posess sufficient knowledge, skills and experience to perform the duties
  3. be able to commit sufficient time to performing the function and inform about possible delays in deliverables in advance and providing a fair reason for the delay

Team and Organisation

The expert is entitled to partner with a Spanish local consultant to conduct part(s) of the project where he/she considers he/she needs extra support (for instance, regulation).

Qualifications and Competence of Staff

  • General qualifications:
  • Possess an education related to the scope of the assignment: Agronomist, Business Administration, Environmental Sciences, etc.
  • Adequacy for the assignment:
  • Provide extensive knowledge on manure and manure management both through his academic background
  • Be able to prove experience in the sector either as a consultant or as an employee in a private/public entity related to the field.
  • Be familiar with the Danish solutions and technologies in the field and be able to relate the results of the research to those solutions.
  • Provide references from similar previous assignments
  • Experiences in the region and language:

 

  • It would be desirable that the consultant can communicate in Spanish

Budget and Level of Effort

It is expected that this assignment requires approximately between 30h and 50h in total depending on the level of effort of the consultant based on previous experiences or existing knowledge. The hour rate is expected to range between DKK 900 and DKK 11 again based on the experience and knowledge of the consultant.
