Final Evaluation: Data Collection for endline, Program Effectiveness Assessment and Strategic Learning for Future Phases. Overall Objective of the Assignment: The purpose of the evaluation is to review the progress made by the project in fulfilling its agreed objectives through the planned activities; to evaluate the relevance & coherence of the project for geographical areas and to assess the efficiency and effectiveness with which resources have been used to generate results and achieve project objectives with special emphasis on impact and sustainability. The monitoring and evaluation report is also expected to measure the impact of the project upon the livelihoods and wellbeing of beneficiaries including the impact of the project’s institutional capacity. Specific Objective of the Assignment :The specific objective of the assignment is to assess the achievements and challenges encountered in the implementation of the project. The focus would be on measuring achievements against the benchmark (available baseline study), assessing whether the envisaged outputs have been achieved and the contribution of the project towards the overall objective of poverty reduction and sustainable development.
