    Bakgrund

    Trafikverket (Banverket) har sedan millennieskiftet bedrivit ett utvecklingsarbete av opera-tiva trafiksäkerhetsregler för järnväg. Arbetet genomfördes som projekt med namnet TRI och avsåg fram till och med 2007 regler som skulle ersätta Säo, Banverkets och SJ:s säkerhetsord-ning.

    Transportstyrelsen (Järnvägsstyrelsen) övertog då regelverket och det ersatte Säo 2009 under namnet JTF. En del av reglerna bedömdes inte lämpligt att Transportstyrelsen övertog och då främst utvecklandet av nya regler för ERTMS banor. Från 2008 och framåt har Trafikverket inom olika projekt fortsatt att utveckla ETRI regler för ERTMS banor.

    Det detaljerade och initierade arbetet med utvecklingen av reglerna har bedrivits främst med konsultresurser.

    Nuläge

    Nuvarande ETRI projekt som driver utvecklandet av trafikeringsregler för ERTMS banor är beroende av konsulter för sin vidare framdrift. Då det ramavtal konsulterna avropats från löpt ut behöver en ny upphandling göras. Från 2015 kommer ETRI projektet att integreras i Trafik-verkets förvaltning av JTF, vilket sker i samverkan med järnvägssektorn. Från 2016 kommer Transportstyrelsen inte längre ge ut JTF utan ansvaret läggs på järnvägsbranschen. I och med detta finns möjligheter att få en långsiktigare lösning i konsultfrågan.
