Trafikverket vill få en säker och kostnadseffektiv hantering av telematikutrustning uppkopplad via mobiloperatörernas nät. Detta ska åstadkommas genom att bli en virtuell operatör med roaming i minst två mobiloperatörers nät. Trafikverket kommer att ha egna SIM-kort och egen abonnenthantering, Denna upphandling gäller det corenät som behövs för att realisera denna lösning, och innefattar tex. abonnentdatabaser och GGSN/P-GW. Corenätet ska kunna hantera trafik från 2G/3G/4G.
