The procurement procedure is conducted as a negotiated tender procedure with prequalification.

For the prequalification the applicant must via the EU-supply system submit the below stated:

General information
The applicant should submit a short general description of the applying company, including VAT-number and contact information for the contact person (phone number, e-mail and address).

If the applying company wants to rely on the capacity of other entities regarding either “Economic and financial capability” or “Technical capability” it shall prove to the contracting authority that those resources will be available to it by delivering a commitment by those entities to that effect.

The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted.

Economic and financial capability
The applicant should submit the latest audited annual report for the applying company including the following economic indicators:
• Equity (total equity incl. share capital, reserves, revaluation, retained earning etc.)
• Equity ratio (equity/total assets)

The following minimum requirement must be fulfilled:

• Equity must be at least 75.000 Euro. 
• Equity ratio must be at least 20 pct.
o	If the equity ratio is between 15 pct. and 20 pct. the applicant can qualify if Equity exceeds 200.000 Euro. 

The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted.

Technical capability
The applicant should submit a reference list of up to five similar and relevant references (i.e. offshore HVDC/HVAC substation projects) completed within the last 5 years. The references should include name of employer, contract period and a description of the reference.

The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted.

Prequalification
The Contracting Authority intends to prequalify the 3 applicants which are evaluated as most qualified for the specific tender. Only these applicants will be invited to submit a tender. If more than 3 applicants meet the minimum requirements listed above, the selection of the applicants will be based on the submitted references. That is to which extend the reference(s) are similar to the tendered assignment. Accordingly, the number of references will not be the determining factor alone, but more importantly to which degree the specific forwarded references are comparable and relevant to the tender assignment regarding solution and scope. Hence, reference projects concerning offshore HVDC/HVAC substation design and/or construction and installation consultancy services will in particular be rated positively. 

Lodging of appeal
Appeals concerning this tender must be lodged with the Danish Complaints Board for Public
Procurement (Klagenævnet for Udbud) within the deadlines stated in the Act on the Danish Complaints Board for Public Procurement (Klagenævnsloven), cf. section 7 of the Act on the Danish Complaints Board for Public Procurement (Act No. 593 of 02/06/2016).

Beskrivelse af konktrakten:

Following a decision in the Danish Parliament June 2020 Denmark is on the path to establish offshore energy infrastructure in the Danish North Sea and in the Danish Baltic Sea to connect offshore wind energy to the Danish mainland and to neighboring countries via offshore energy hubs, called Energy islands.

The current tender concern a concept study regarding initial engineering assessment and concept design of selected HVDC/HVAC substation concepts for the Danish Energy Island project in the North Sea. 

The concepts shall assess feasibility and areas of optimization considering design, construction, fabrication, transport, installation, operation and maintenance and related risks, costs, and time schedules. 

As minimum three specific concepts for 2GW transmission shall be assessed:
• HVDC/HVAC concept installed on an artificial island
• HVAC module(s) installed on an artificial island, and HVDC module(s) on a foundation (Steel-Jacket or GBS)
• HVDC/HVAC module/topside structure installed on a foundation (Steel-Jacket or GBS)
Other concepts, or combination of the above mentioned, may be proposed by the Consultant, and agreed with Client before initiation of the study.

The services shall be performed in close collaboration with Energinet to ensure relevance for the project and to handle interfaces to previous and on-going works.

The deliverables include the following documentation:
• Concept Study Report – HVDC/HVAC Concept
• Presentations of results – visual presentation of the results of the work and present it to Energinet in connection with delivery of the draft and final Report, respectively
• Technical presentations, where found relevant

Additional presentations, report of technical memos might be required on an ad-hoc basis.

The study is expected to be performed during Q2-Q3 2022. 

The full suite of tender documents, including tender conditions, scope of services and contract draft will be issued to the prequalified applicants upon prequalification.
