The procurement procedure is conducted as a negotiated tender procedure with prequalification.

For the prequalification the applicant must via the EU-supply system submit the below stated:

General information
The applicant should submit a short general description of the applying company, including VAT-number and contact information for the contact person (phone number, e-mail and address).

If the applying company wishes to rely on the capacity of other entities regarding either “Economic and financial capability” or “Technical capability” it shall prove to the contracting authority that those resources will be available to it by delivering a commitment by those entities to that effect.

The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted.

Economic and financial capability
The applicant should submit the latest audited annual report for the applying company including the following economic indicators:
•	Equity (total equity incl. share capital, reserves, revaluation, retained earning etc.)
•	Equity ratio (equity/total assets)

The following minimum requirement must be fulfilled:

•	Equity must be at least 100.000 Euro. 
•	Equity ratio must be at least 20 pct.
o	If the equity ratio is between 15 pct. and 20 pct. the applicant can qualify if Equity exceeds 320.000 Euro. 

The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted.

Technical capability
The applicant should submit a reference list of up to five similar and relevant references completed within the last three years. The references should include name of employer, contract period and a description of the reference, including in particular the applicants’ deliverables and responsibilities and a brief description of the geology in the study area. Each reference description should not exceed 1 page. 

The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted.

Prequalification
The Contracting Authority intends to prequalify the 4 applicants which are evaluated as most qualified for the specific tender. Only these applicants will be invited to submit a tender. If more than 4 applicants meet the minimum requirements listed above, the selection of the applicants will be based on the submitted references. Focus will be on to which extend the reference(s) are similar to the tendered assignment. Thus, whether the specific forwarded references are recent, comparable and relevant to the tendered assignment regarding solution and scope. Hence, reference projects concerning integrated geophysical and geotechnical models for offshore projects with a geology similar to the Danish inner seas (Kattegat) or the Danish Baltic Sea will in particular be rated positively. 

Lodging of appeal
Appeals concerning this tender must be lodged with the Danish Complaints Board for Public
Procurement (Klagenævnet for Udbud) within the deadlines stated in the Act on the Danish Complaints Board for Public Procurement (Klagenævnsloven), cf. section 7 of the Act on the Danish Complaints Board for Public Procurement (Act No. 593 of 02/06/2016).

Beskrivelse af konktrakten:

Following a decision in the Danish Parliament in 2022 Denmark is on the path to further develop offshore energy and related infrastructure in the Danish North Sea, in the Danish inner seas (Kattegat) and Danish Baltic Sea to connect more offshore wind energy.

The current tender concern three integrated 3D Geomodels, two in the Danish inner seas (Kattegat) and one in the Danish Baltic Sea.

The Scope of Services is to deliver Integrated 3D Geomodels based on 

•	Existing ground models from geophysical survey.
•	Preliminary geotechnical investigations.

The Integrated Geomodels must cover the areas of investigation described below:

•	Lot 1: Kattegat II (123 km2) and Hesselø South (166 km2)
•	Lot 2: Kriegers Flak II North and South (175 km2)


The Scope of Services will include the following elements:

•	Conceptual geological model.
•	Spatial geological model. (Kingdom workspace and related deliverables)
•	Geotechnical zones
•	Geotechnical characterization of soil units.

The full suite of tender documents, including tender conditions, scope of services and contract draft will be issued to the prequalified applicants upon prequalification.
