One of the key challenges POWA aims to address is that development agendas are often set by donor countries without sufficient participation and consultation with relevant stakeholders in partner countries. Identifying and funding priorities and strategies for agricultural development and the transformation of food systems within the context of development cooperation need to be jointly discussed and developed with stakeholders on both sides. This is key to ensure ownership, relevance, efficiency and durability of political decisions.
