Short Description of the Contract or Procurement:

Welthungerhilfe (WHH) is implementing a multi country program entitled “WASH Systems Strengthening in fragile and developing contexts to achieve sustainable development goal #6– Phase 2”, also further referred to as the Global Program WASH Systems Strengthening (GWP). This project, funded by BMZ, is implemented in four countries (India, Pakistan, Sierra,Leone and Zimbabwe) over the period from July 2025 to August 2028. It builds on a first Phase in the same four countries for the period 2021-2025.

The program seeks to strengthen the long-term basis for service delivery at micro- and mesolevels
and using lessons and evidence to change and influence systems at national and global
levels. Phase II (2025–2028) focuses on scaling and institutionalizing systems approaches
within national frameworks and local planning cycles. Guided by five foundational building
blocks - Service Delivery Strengthening, Integrated Inclusive Planning, Accountability &
Monitoring, Institutional Arrangements & Coordination, and Learning & Sector Adaptation -
Phase II shifts the emphasis from systems strengthening to systems delivery, ensuring
communities benefit from sustainable services embedded in government systems.

Whereas it is clear that Phase 2 is the final phase of this particular program, funded by BMZ,
WHH and its partners are committed to continue with WASH system strengthening beyond the
scope and duration of this project. Therefore Phase 2 has a specific emphasis on: 1) ensuring
that partners have the capacity to continue WASH system strengthening programmes beyond
the confines of the GWP, and 2) a proper ‘exit’ – or better: transition – strategy for the types of
Standard terms of reference | 2 activities done under this project, towards the institutionalization of these activities andfunctions in other ways.
