Short Description of the Contract or Procurement:

Welthungerhilfe (WHH) is seeking a qualified consultant or evaluation team to conduct the final evaluation of the Land for Life programme, implemented in Burkina Faso, Ethiopia, Liberia and Sierra Leone.  Land for Life aims to strengthen inclusive, responsible and sustainable land governance through Multi-Actor Platforms (MAPs), stakeholder dialogue, capacity strengthening and support to land-related policies and their implementation.  The evaluation will assess the programme’s relevance, effectiveness, sustainability and impact, with a particular focus on Phase III and the programme’s contribution to systemic change in land governance.  The evaluation is intended to generate credible evidence on the programme’s contribution to change, support accountability towards BMZ and other stakeholders, and inform strategic decisions on the future scaling, replication or transformation of the MAP approach.
