HOFOR blev skabt som en fusion af otte kommuner i erkendelsen af, at klimaforandringerne fører mere regnvand med sig, og vandet respekterer ikke kommunegrænser. Det samme gælder når havstanden stiger, som det var tilfældet, da stormen Urd rasede i julen 2016 og fik vandet til at stige blandt andet i Hvidovre, hvor forsidebilledet er taget. HOFORs pumper og anlæg klarede stormen, men der var flere steder, hvor havet kom tæt på.
