TenneT Netherlands, TenneT Germany, Energinet and Gasunie joined forces - in the North Sea Wind Power Hub (NSWPH) consortium - to develop the energy infrastructure for the integration of large scale offshore wind from the North Sea into the North West European energy system. A new approach to offshore wind connection and grid integration is required, both from a techno-economic as well as from a market and regulatory perspective. This is due to the scale of the offshore wind roll-out required to meet the Paris Agreement climate targets (~150-450 GW), the short time window for realisation (30 years) and the unfolding energy transition as a whole (from fossil to net zero CO2 emission). National and international discussions are needed to empower decision-making by policy makers to ultimately develop a fitting commercial framework for all hub-and-spoke stakeholders. In order to enable discussions around the economic and financial framework, clarity is required for the OWFs and PtG developers on these new, smaller or larger risks that they might face due to being part of a hub-and-spoke project. Furthermore, insights are required in how these risks impact OWFs and PtG assets financially, and how they can be mitigated. Energinet wish to acquire consultancy services to complete a study to identify risks and mitigation schemes for OWFs and PtG jn hub-and-spoke projects.
