Due to the expiration of the current contracts, the Ministry of Foreign Affairs and the Ministry of Defence requires in accordance with the regulations for posted employees (the supplementary CLA for government postings abroad, as well as Chapter 25 of the CLA for the Dutch Government – "Posted Employees to the Caribbean Part of the Kingdom"), there is a need for statistical Data (hereinafter: Data) to determine foreign allowances, rental norms, and additional housing costs. The regulations stipulate that this Data must be provided by an independent institution.

Data on cost of living indices (purchasing power correction indices) and location rating data (for determining the degree of hardship). This data is used to ensure that the posted employee can maintain a standard of living similar to that at home. Additionally, the employee is compensated for expenses arising from living and working conditions at the duty station, as well as for general transferability.
Data regarding housing costs per city, particularly in expat neighbourhoods, are determined based on on-site research, potentially supported by desk research. This concerns the maximum rental amounts for housing units and the additional housing costs for posted employees, consisting of service charges and local environmental/waste disposal levies. The costs for utilities (gas, water, and electricity) must be determined separately.
The costs of housing per city, within the residential area (25 km distance from workplace to residence), are determined through on-site research, possibly supported by desk research. This involves maximum rental amounts for living units, and the Ministry of Defence uses a bare rent as a starting point for the rent ceiling and for the housing allowance. The costs of utilities (gas, water, electricity) must be determined separately.
