The Open Market Consultation document describes the objectives and the rules applicable to the Open Market Consultation (OMC) of LVNL. The OMC aims to inform market operators regarding a possible future upcoming procurement and is performed under Dutch law.
The OMC also aims to understand the operators' capabilities to satisfy LVNL's needs and to obtain market parties' input on the viability of the possible future envisaged procurement plans and conditions as described in the Open Market Consultation document and annexes.The participant of this Open Market Consultation shows to have taken knowledge of and agrees with the following documents:
• Open Market Consultation ILS measurements with a drone
• Annex 1 Open Market Consultation Questionnaire ILS measurements with a drone
• Annex 2 LVNL Critical Infrastructure & Security
• Annex 3 Value Engineering model clause

All interested parties are invited to take part in this OMC, regardless of their geographical location, size or governance structure. Participation in the OMC is voluntary and non-binding and, moreover, is done by all participants on their own account and risk. A market party cannot charge any costs to LVNL for participation in the OMC or for (re)-use of its information that is provided during the OMC in the context of a possible future procurement procedure.
LVNL is organizing a online meeting (using Microsoft Teams) for explanation and possible questions with regard to this Open Market Consultation. The deadline for the registration of this online meeting is 12 February 2021 10.00 CET. The online meeting is planned on the 15th of February 2021, 15:00h – 16:00h CET.
Registration can be done by sending a message in the Message module of CTM to the contact person as mentioned in tab 1 ‘Information’.
