22/03656 - Enhanced quadrivalent vaccine against seasonal influenza for the 2023/2024 flu season

The Norwegian Institute of Public Health (NIPH) is carrying out procurement of an enhanced quadrivalent vaccine against seasonal influenza for vaccination of particularly vulnerable people aged 65 or older (nursing home residents, extensive use of home nursing services etc). Enhanced influenza vaccine is a vaccine that is more effective than the ordinary influenza vaccine that is offered to other target groups included in the national immunisation scheme. The procurement is governed by the provisions in parts I and III of the Norwegian Regulations relating to public procurement (Forskrift om offentlige anskaffelser, FOA). NIPH will primarily offer the enhanced vaccine to particularly vulnerable people aged 65 or older (nursing home residents, extensive use of home nursing services etc). The purpose of the procurement is to enter into a contract for delivery of 80.000 doses enhanced quadrivalent influenza vaccine in accordance with Call for Tender Chapter 5 "Requirement description and requirement specification". It is of crucial importance that the enhanced quadrivalent influenza vaccine can be delivered in time for NIPH to be able to distribute vaccine doses to the end receivers in all municipalities of Norway before the influenza season starts. The procurement includes delivery of 80.000 doses of enhanced influenza vaccine For logistical purposes is it highly preferable that the full delivery of the ordered number of doses is completed within September 15th, 2023. The aim of the procurement can still be achieved by Tenders offering a later delivery date, but it will be substantially harder to achive the aim of the procurement if the delivery date is later than October 28th, 2023 (see Call for Tender chapter 6 -The Principal’s processing of the tender and award of contract).
