19/82269 - Framework of LCA guides for infrastructure

Three Nordic National Road Administrations (NRA’s), namely Norwegian Public Roads Administration (NPRA), Swedish Transport Administration (STA) and Finnish Transport Agency (FTA), want jointly to further develop their LCA tools for assessing climate impact of infrastructure building. A draft guide has been made by Østfoldsforskning in 2018. This draft guide forms the basis for further work. The draft guide contains information on the theory behind LCA, and practical information on how to use LCA. To finalise the draft guide, several items must be added (e.g. examples, limitations, recommendations, overview on existing databases, procurement.) It could be a consideration to gather the information in a framework of guides rather than in one guide. There should also be additional national guides to describe national practices of using LCA of infrastructure. Making additional national guides is not a part of this project, but a description of the needs and contents must be given. The Assistance includes the following deliverables: Main delivery: • a framework of guides for LCA of Road and Rail Infrastructure Other deliveries: • a project plan based on this proposal, the consultant’s offer and a start meeting. • one or more drafts at appropriate moments • a presentation of project and status at 23.10.19 at the Technology days in Trondheim
