The scope of the contract consists of the purchase of services provided by a consultancy or assessment company in order to conduct the following services: 1. Independent validation of results reported by development partners in the field of human security and Rule of Law in Somalia through various verification and monitoring tools, including field visits to hard to reach areas. 2. Maximization of implementing partner’s envisaged programme outcomes, through capacity building and coaching in order to support their MEL processes, and through stimulation of sharing and coordination among implementing partners. 3. Evidence creation in terms of impact and best practices on subject matter (Security and Rule of Law programming), as well as context (Somalia / fragile contexts) to benefit policy development within the Dutch MFA, and to benefit the broader development sector. 4. Contributing to the Contracting Authority’s responsible risk management by carrying out risk analyses, and strengthening implementing partners capabilities, so that risks are continually tracked.
