Norway is establishing phase 2 of the Tax for development (Tfd) programme as part of Norway’s response to the commitments made under the Addis Tax Initiative to double tax related development aid by 2020. Tfd is managed as a portfolio that cuts across much many development policy areas. As such, there is a wide range of topics where there will be demand for guidance, advice and specific input/contributions both internally (Norad, MFA, Embassies and other Norwegian institutions) and externally. To address this demand in a comprehensive and systematic manner Norad as the secretariat of the Tax for development program needs support in key areas to ensure up-to-date research and high quality reviews of progress. As a portfolio there is a consistent need for collecting and analyzing information, from both within the portfolio and from the global knowledge base, and feeding back in order to correct the course of the portfolio in line with the theory of change and expected results.
