vast 2019 Rolling stock - Consultancy Services for Rolling Stock

DSB has a need for consultancy support within two overall areas: Fremtidens Tog and Togmateriel/Koncernprojekter. DSB is currently conducting several rolling stock procurements to replace DSB’s aging fleet with new, electric rolling stock. This spans a total of three rolling stock procurement projects: New Trains (NT), New Coaches (NC) and Acquisition of Locomotives (AL), managed in the Fremtidens Tog programme. The overall purpose of Fremtidens Tog is to procure, have delivered and implemented modern and reliable electric rolling stock towards 2030 with the least possible risk. Furthermore, DSB has two departments working with projects concerning the existing fleet: Togmateriel and Koncernprojekter. The competencies foreseen to be needed by DSB is listed below. Please note, that the list is not necessarily exhaustive, but represents the knowledge of DSB at the current time. Every competence category is a lot with a framework agreement. It is possible for a tenderer to apply for one of more lots (competence categories): A. Technical Advisors Advisors with knowledge of and experience with: a. General train technical knowledge, including Train IT b. LCC c. Energy verification d. WTB interface e. ERTMS/ECTS f. Relevant standards and regulations g. Infrastructure The consultants within this competence area must possess sufficient and up-to-date knowledge to ensure that the supplier delivers rolling stock of the agreed quality. B. Maintenance Advisors with knowledge of and experience with: a. RAMS b. KPI’s and KPI reporting c. Maintenance Demonstration Test d. Reliability Demonstration Test e. Maintenance Management Systems (implementation, test and use) f. Processes Consultants within this competence area must have the necessary knowledge to support both a partly outsourced rolling stock maintenance (AL) and in-house maintenance (NC) C. Quality Assurance and Safety Advisors with knowledge of and experience with: a. Test and inspection b. Auditing of Quality
