Udvælgelseskriterier:
The procurement procedure is conducted as a negotiated tender procedure with prequalification. The Contracting Authority will prequalify the 4 applicants in total for the 2 lots, who are evaluated as most qualified for this specific tender (both lot 1 and lot 2). Only these applicants will be invited to submit a tender. Regardless of the Tenderers being prequalified for both lot 1 and lot 2, a Tenderer will maximum be awarded one (1) lot. Lot 2 will be prioritized, and the Tenderer awarded lot 2 will therefore have its tender-offer for lot 1 taken out of the evaluation for lot 1. The selection of the applicants will be based on the submitted references. That is to which extend the reference(s) are similar to the tender assignment as described and provided with sufficient and detailed quality. As a result, the number of references will not be the determining factor alone, but more importantly to which degree the specific forwarded references are comparable and relevant to the tender assignment regarding the study location in terms of physiographical conditions, environmental conditions, cultural heritage and usage, planned and existing infrastructure, consenting challenges, scope and solution. For the prequalification the applicant must via the EU-supply system submit the below stated: General information The applicant must submit a general description of the applying company, including address, VAT-number and contact information for the contact person (phone number, e-mail and address). If the applying company wants to rely on the capacity of other entities regarding “Technical capability” it shall prove to the contracting authority that those resources will be available to it by delivering a commitment by those entities to that effect. The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted. The Contracting Authority wants the application submitted by the applicant to be structured as set out below: Section 1: General description of the applying company, including address, VAT-number and contact information for the contact person (phone number, e-mail and address). Section 2: A reference list of the most similar and relevant references completed within the last 5 years. The references should include name of employer, contract period and a detailed description of the reference. Section 3: If the applying company wants to rely on the capacity of other entities regarding “Technical capability” this section must contain a signed commitment by those entities proving that those resources will be available to the applying company The applicant is solely responsible for ensuring that all the requested information as set out in this Contract Notice and the Tender Documents is included in the application. Technical capability The applicant must submit a reference list of the most similar and relevant references completed within the last 5 years. The references should include name of employer, contract period and a detailed description of the reference. The applicant must only submit 5 references. If more than 5 references are submitted only the first 5 will be part of the evaluation. The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted. Lodging of appeal Appeals concerning this tender must be lodged with the Danish Complaints Board for Public Procurement (Klagenævnet for Udbud) within the deadlines stated in the Act on the Danish Complaints Board for Public Procurement (klagenævnsloven), cf. section 7 of the Act on the Danish Complaints Board for Public Procurement (Act No. 593 of 02/06/2016). In relation to subsea cables in the North Sea (Lot 1) and in the Baltic Sea (Lot 2) the contract delivery must on basis of a geographical constraint mapping of the marine territories provide the Client with route alternatives between OWF substations and land. Furthermore, the contract delivery must for the involved national territories map stakeholders, processes, and time scales for obtaining permits required for the project development, installation, and operation. The tender includes Lot 1 for subsea cables in the Danish, German and Dutch territories in the North Sea and Lot 2 for subsea cables in the Danish, German and Swedish territories in the Baltic Sea.
