Udvælgelseskriterier:

The procurement procedure is conducted as a negotiated tender procedure without prequalification.
•	The procurement procedure is conducted as an open procedure with the possibility of negotiation.

All interested suppliers may submit a tender.
The tenders received will be evaluated in two phases,
1.	The “selection phase”, and
2.	The “Award phase”

The tenderers must via the EU-Supply system submit the below stated:


General information
The tenderer must submit a general description of the applying company, including address, VAT-number and contact information for the contact person (phone number, e-mail and address).

If the applying company wants to rely on the capacity of other entities regarding either “Economic and financial capability” or “Technical capability” it shall prove to the contracting authority that those resources will be available to it by delivering a commitment by those entities to that effect.

The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted.

Economic and financial capability
The tenderer must submit the latest audited annual report for the applying company including the following economic indicators:
•	Equity (total equity incl. share capital, reserves, revaluation, retained earning etc.)
•	Equity ratio (equity/total assets)

The following minimum requirement must be fulfilled:

•	Equity must be at least 200.000 Euro  at the time of submission of application
•	Equity ratio must be at least 20 pct.
o	If the equity ratio is between 15 pct. and 20 pct. the supplier can qualify, if Equity exceeds 500.000 Euro.
The stated minimum requirement is stated to secure quality and security of service.

The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted.

Technical capability
The tenderer must submit a reference of the most similar and relevant reference completed within the last 3 years. The reference should include name of employer, contract period and a detailed description of the reference. 
The applicant must only submit one (1) reference. If more than one (1) reference are submitted only the first one (1) listed will be part of the evaluation.

The Contracting Authority reserves the right to request the tenderer to supplement, specify or complete the information submitted.

Please be aware of the stated minimum requirement c.f tender conditions.

Lodging of appeal
Appeals concerning this tender must be lodged with the Danish Complaints Board for Public
Procurement (Klagenævnet for Udbud) within the deadlines stated in the Act on the Danish Complaints Board for Public Procurement (klagenævnsloven), cf. section 7 of the Act on the Danish Complaints Board for Public Procurement (Act No. 593 of 02/06/2016).

Beskrivelse af konktrakten:

Energinet seeks to purchase consultancy expertise. 
The Consultant shall provide consultancy within transport, laying, protection and surveys of submarine cables. Of specific interest to the Contracting Authority is furthermore cable-platform related interfaces. For example; The Consultant shall be able to provide market intelligence in terms of available and relevant cable installation vessels and burial tools for the future project. The Consultant shall be able to provide input to risk mitigations for wet storage, abandonment, scour protection in the vicinity of the offshore platforms.
The Consultant shall be able to provide inputs to pull-in engineering to the offshore platforms.

The above mentioned services are needed for the North Sea Energy Island. Further information is available in  the tender material.
